Vendor registration in Oman: recording registration, qualification, tender submission and award separately
This note is for a company preparing to supply oil and gas operators or government entities in Oman, and for the person who maintains its supplier file. It covers two registration platforms, buyer qualification, and the records and dates a company keeps for them. It describes records; a company's obligations are confirmed with the relevant professional.
Registration, qualification, submission and award
Registration, qualification, tender submission and contract award are different outcomes. This note gives each outcome its own entry in the company's records.
Where a buyer names a platform certificate as a condition of bidding, the certificate is one record. Buyer qualification, a submitted bid and a signed contract are three more.
The oil and gas supplier certificate (JSRS)
JSRS (Joint Supplier Registration System) is described by its operator as the Sultanate of Oman's industry-wide supplier certification system. It is operated for the Ministry of Energy and Minerals by a private operator, which acts as the certifying body.
The operator states that, from 1 July 2021, the Ministry requires an active JSRS certificate from suppliers bidding for opportunities with oil and gas operators and concession companies. It adds that awarded contractors and suppliers must hold one for the contract's entire term.
On the operator's pages, Omani suppliers receive a three-year certificate. International suppliers choose one year or three.
For an international applicant, the operator's pages list:
- a commercial registration or certificate of incorporation
- a bank details confirmation letter
- a financial report, except for start-ups
For an Omani applicant, the list is longer and includes a Chamber of Commerce certificate, a Ministry of Labour letter and site-visit documents.
The operator's FAQ states that documents are due through its Supplier Certification Form within 90 days of payment, or the subscription may be deactivated.
An Omani commercial registration certificate is issued electronically through the Oman Business platform, according to the Ministry of Commerce, Industry and Investment Promotion.
The operator's pages state that renewal is made on or before expiry, with a ten-day grace period after it.
The government tendering platform (Isnad)
The Authority for Projects, Tenders and Local Content (formerly the Tender Board) presents Isnad on its own site as its electronic tendering platform, hosted at etendering.tenderboard.gov.om.
The Authority's registration page names local and international companies, the self-employed, property owners and vehicle-contract holders as those who may register through Isnad. The applicant reviews the requirements for the grade it seeks.
The same page lists documents by category:
- services, supplies and general services: a membership certificate and a tax card
- consultancy: those two, with technical-staff attachments
- contracting: the consultancy items, with practical experience and solvency
- fourth grade: the membership certificate only
The Authority's renewal condition is a request made one month before expiry.
The Authority's FAQ states that a tender appears in a company's list only where three conditions hold. The registered main field, sub-field and grade match the tender's data. The tender type matches. The document-sale deadline has not passed.
What a company records
The company confirms with each buyer which process applies and records the answer with its date.
- JSRS: certificate number, track, term chosen and expiry date.
- Isnad: registration certificate, grade, registered field and sub-fields, and expiry date.
- Isnad: each field, sub-field or grade change requested, with its date.
- Each platform: the fee paid and its date, against the schedule the operator or the Authority publishes on its pages.
- Each buyer: the qualification process it has confirmed and the company's position under it.
- Each tender: reference, submission date and who in the company approved the bid content and commercial commitments.
- Each award: the contract term, set against the JSRS expiry where the buyer requires the certificate.
Dates to put in the calendar
- JSRS expiry, with a renewal date set ahead of it.
- The JSRS document due date, 90 days from payment.
- Isnad expiry, and the renewal request date one month before it.
- The document-sale deadline for each tender the company follows.
- Each awarded contract's end date.
Authorities, banks and other third parties decide their own outcomes and timing.
What stays with the relevant professional or the buyer
Whether the JSRS requirement applies to a company, and how any platform condition applies to its circumstances, are questions for the relevant professional. Monjiz does not provide legal advice, legal-structure advice or legal drafting.
Government authorities, banks, procurement bodies and other third parties decide applications submitted to them and set their own requirements.
